If this is for the one who is sponsoring. Yes they may have client is number before they apply. But this only correct if they had to deal with cic before. I.e. If the person who is sponsoring is a PR, his client is number will be on their PR card. That also holds if the person applied for a study permit or work permit with the cic. However if the person who is sponsoring is born in Canada and never had to deal with cic before. They are not likely to have client id number. And it will be generated once they Apply.
The person who is being sponsored is not likely to have a client is number if this is the first time for them to deal with cic. To sum it up, your client is number is generated first time u deal with cic and never changes.
