but why is canada shutting its doors for everyone? its so unfair
USA is accepting international students. Also, most of their courses are hybrid.

Canada is being extremely cautious, I mean they haven't even re-opened canada's wonderland to their own citizens, I can't think of any other country where this is the case.

Not just Quebec. In fact the universities in Montreal and Quebec city are online.

I dont think all the programs gonna be online for Jan 21. My university will declare on 28th Sep about the mode of education for Jan intake. However, in one of their communications email they mentioned that programs related to Health Care, Theatre and so on which can't be delivered online will be in person but will limited students per class. So they might think to allow students in batches. However, my program is related to CS, so this will most likely be online, expect most management programs also to be conducted online.
