Please, I need clarification on how I can apply for PR using CEC route. At the moment, I hold an open work permit, been a dependent of a student that is due to expire by November 2014.
My questions are:
1. Can I apply for PR after working in Canada for 12 month, despite been a dependent of a student in Canada?
2. Can I use letters from Employment Agencies as my work refrence letter?
3. Is any kind of job allowed under CEC i.e customer service, security etc.
4 Hope my application will not affect my spouse, who is a student.

Thank you.

Please read the guide thats on the CIC website. It is quite detailed.

In short, yes, you can apply for PR even if you are a dependent of a student as long as you fulfill the mandatory requirements of the program i.e. NOC code requirement, working hours requirement, reference letter requirement, security and admissibility requirement etc.

2. Can I use letters from Employment Agencies as my work refrence letter?

Yes, you can - as long as it is in accordance with the requirements (date of letter, detailed job descriptions, salary, period of employment etc) as detailed in the guide. Sometimes, CIC can ask you to provide letters from the clients also.

3. Is any kind of job allowed under CEC i.e customer service, security etc.

No - only jobs that have NOC code 0, A and B. Please see the guide for details.

4 Hope my application will not affect my spouse, who is a student.

Do not understand what you mean here? Are you worried that if you apply they will cancel his/her study permit? That is highly unlikely under normal circumstances but, if you have some specific concerns, its better to list them out here and then maybe someone can help you out. However, I cannot think of a reason why.
Thank you.

Thank you for your swift reply.

Please I want to know if Financial Service Representative with NOC 6235 qualifies one to apply for PR through CEC?

Thank you.

NOC 6235 is Skill Level B, so yes, it is considered skilled.

My job title is; Outbound Financial Service Representative. My duties are similar to what hrsdc posted on their website under NOC 6235 but not matched. Can i still apply under CEC with the same Noc code? Thanks for your response

Same as me. I applied for FSW NOC 2132 but the CAP already reached. Now CEC opened new CAP and I want to apply for NOC 2232, is this possible? Both NOC's mostly have similar job skills and duties.

Your duties don't have to match word for word, but they have to be similar enough that the VO will believe that the majority of your job duties match the NOC code applied under. Matter of fact, your duties should not match word for word as that may raise suspicions of copy and paste.

Whatever NOC your duties are closest to, you should use to apply.

This page explains who is eligible for CEC: http://www.cic.gc.ca/english/immigrate/cec/apply-who.asp

You can apply for CEC from outside Canada, but you must have worked in Canada for some time.
