Clarification on WES process...

I am from India. So here is what I understand needs to be done for the education evaluation in chronological order:
1. Register with WES
2. Pay evaluation fee
3. Download WES form
4. Get form filled up, signed by the university. Transcripts and degree certificate as well. Have them returned in a sealed envelop
5. Send to WES

Is this correct or am I missing something...

You need to submit documents in specified manner to WES, so that they are accepted, check out the link (select your country)

correct.

but if u cant get your university to send your transcripts along with the forms where you would put reference number ( thats what is neeeded for WES to identify its yours and u have paid the fees)

you can get the sealed copies of transcripts and send them yourself using express courier . university may send using normal mail service resulting into some days of delay.
