Clarification of mean of Departure Certificate

I only had a chance to look at the actual Form today.
Departure Certificate is not a guarantee of not getting and ARC when leaving Canada as a failed refugee
I Read Manual ENF11 # 6 (Certificate of Departure)- This document confirms that the person named on the removal order has appeared before an officer at the port of entry to verify their departure, will depart from Canada,and has been authorized to enter their country of destination. Whether officers are at a land border, airport or Canadian visa office outside Canada, they must issue a Certificate of Departure IMM 0056B to a foreign national when enforcing a removal order. When completing the IMM 0056 B , officers must clearly indicate the type of removal order that was enforced at the time of departure verification, and have the foreign national sign and write the date beside the appropriate removal order.
Under section B on Form (Our Form is 0056 not 0056B) The officer writes in why you were removed. Example A36 and 49 on ours. My partner complied with all request for check in with special number to call, every week prior to leaving and jumped through all the hoops requested by Border Security..
Type of Order on Form 0056
(1) Departure Order (2) Exclusion Order. (3) Not in use (4) Departure Order (5) Departure Order, becomes Deportation Order. [ ] Officer writes in your number.
Unfortunately our number is 5, even though my partner left Canada in 14 days of 30 allow. Which likely means an ARC is required. plus $1500 plane fare + Letter + extra $400
We have already waited 12 months for final decision, now looks like several more months and more expenses...What a downer.
