You would get 21 points (not 23):

Canadian post-secondary degree or diploma for a program of three years or longer, or equal

Dear scylla,

Thanks for your reply . If my occupation listed in 2014 [2147-Computer engineers (except software engineers/designers)] i can get 71 marks with the existing points test system.

I am very much new to this process. Where should I start first if I have proper CES documents with my hand ? What are the possibilities of getting a canada visa ? it can be either job offer or FSWP visa ?

Thanks

The cap has been reached for NOC 2147. So if you want to apply now, you'll need a job offer in Canada.

Dear scylla ,

I notified that. Lets assume , if my occupation avaliable on 2014 list and i have all the relavant documents with me
a) where should i start first ?
b) Who will categorize me as a 2147-Computer engineers (except software engineers/designers) , CES or CIC ?
c) What are the factors they consider to categorized for NOC 2147 ? Eg: Degree , Work Experience , Vendor Certifications ?
