City of destination on CoPR

I am a new PR. Just a quick question that can I live in Manitoba where the destination on my CoPR shows Toronto Ontario? This is due to escalating cost in Toronto that I would like to avoid.

I think I can, given official answer: https://ircc.canada.ca/english/helpcentre/answer.asp?qnum=1113&top=6. But just would like to have more confirmation from experts here.

If you are a landed immigrant, there's nothing preventing your freedom of movement. That said, I would enter Canada at Toronto and then move just to avoid unnecessary questioning.
