City of Destination and PR Card on Confirmation of Permanent Residence

In my Confirmation of Permanent Residence ( i applied in Federal Skilled Worker) it is written CITY OF DESTINATION: TORONTO.

Two questions:

1. I plan to land in Calgary, Alberta. Is it permitted ?
and
2. Can i apply of Permanent Residence Card from Calgary, Alberta or should i got to Toronto ?

Please advise.
