Can dependant kids of a Canadian Citizen become Canada citizen too or will I have to apply for PR for them

The kids are in Africa, he got PR through sponsorship and latter become citizen but he has not sponsor the kids yet , they are in Africa.
Will he sponsor them for PR or Citizenship direct.

You didn't quite answer the question but I assume by your answer that they were born before he had citizenship. So they don't get citizenship granted automatically and need to qualify on their own. This means they need to be sponsored to PR first.

Next important question: were the kids born before he had PR? If yes, did he declare them on his PR app, and were they medically examined?

The kids were born before he become citizen.
And Yes the kids where all declare on his PR and there name are all listed on his landing paper, and they where all medically examined and passed

Note that once the children are PRs, the father can apply for their Canadian citizenship right away. They do not need to meet the citizenship residency requirement.

How old are these kids to begin with?

Remember this case. There are 9 children and 3 are in Canada. The other 6 are from other mother(s). Income will likely be a factor in this case. Supporting a family of 11 on around 45k will be difficult without government help.
