Send them an email quoting your file number and ask them the reason for the hold up. I am sure they'd be able to respond now since one year mark has passed.

Mine was the same case. I sent an email to the MPP after my application passed 13 months and within a week MPP's office confirmed my application was granted citizenship and I received Oath invite as well. You may want to contact your MPP.
