C-6 reduces the amount of time permanent residents have to live in Canada in order to become eligible to apply for citizenship, from four out of six years to three out five years. In addition, applicants who spent time in Canada on temporary status — such as on a work or study permit — would be able to count a portion of this time towards the three-year requirement.

Hi seniors,
My husband and son had completed the stay first 5 years from 2007-2012.
moved back home 2012-2016.
Enter Canada before PR expires but did not complete RO
My question can the apply for citizen as the new new Law.
Appreciate if my question will be answered.

No they can't. They still need to meet the RO for both PR and citizenship (183 days/yr. minimum). As they don't meet the PR RO submitting for citizenship(or even a PR card will draw attention to them not being in compliance and may start them assessing their status.
