Citizenship waivers: medical opinions

Hi Everyone,
Last month my brother got a call to attend the test despite of us applying for citizenship for him as a person not able to take the test as he has been identified as low in his brain powers by the psychologist.
At the time of interview when we were showing all over documents the officer asked some questions to him regarding his daily activities which he was able to answer.But they gave us a "Request for medical opinion" form to be completed by the psychologist attended him in the beginning.
The Psychologist has send the report on 5 Sept stating that my brother is not able to attend the oath ceremony and exam including the detailed report of his strength and weakness in very detail.

My question is in regards to the time it takes for whole file to be processed from now and what will happen next. Any feed back or personal experience will be highly appreciated.

I applied for citizenship on 21/1/2013 (montreal office )
RQ received on 9/2013, submitted with in 4 weeks
notice to prepare for citizenship exam on 12/2013
6 months ago ( 19/03/2014) I received a medical opinion request ( from montreal office ) , my doctor wrote that I can attend the ceremony , but not the test.
moved to Ottawa 12\02\2014

no updates online sine my application starting to be in process on 3\2013.

when I applied for citizenship I wrote in the citizenship application that I had Schizophrenia illness .
anyone can help?
what is my next step?

CIC is probably still reviewing your medical documentation. You can give them a call to inquire about the status of your application. Good luck!

I reached almost 2 years my status in process since I applied for citizenship, ,,, 2 years its not enough for CIC staff to finish my application ??????

what kinds of process the CIC DOING?

I would definitely give them a call if I were you. But thruth be told, yeah 2 years is not surprising to me. Unfortunately :( Let's hope you will get the oath letter soon!
