Hi, posting on behalf of my cousin.
My cousin got his PR in 2019 lived in canada for two years till 2021 November,. Since then out of canada, his family planing to move by end of 2023,as their PR card is valid till APR 2024, can they apply for citizenship if they lived 4 years out of 6 years, though not lived in canada for 3.5 years in first 5 years ?

The requirement for citizenship is "Be physically present in Canada for at least 1,095 days (3 years) during the 5 years before the date you sign your application". Your cousin needs to satisfy this requirement. Can't use the 4 out of 6 or another other combination.
