Does anyone know what it means to have been citizenship granted in 1959 pursuant to section 10(5) on a Canadian Citizenship ID card?

So on this page, 2nd row down, 4th in from the left, there is a picture of a Canadian Citizenship Certificate, and it has listed on there "Is A Canadian Citizen Pursuant to Sec 10(1) of the act", which is above the certificate number. The Certificate I have looks like this, but is in mint condition. It's my fathers from 1959, when he was a child. Google is not helping to find what that section is, I assume it's under the 1946 act...? Anyone have any knowledge on this? Thank you!
