I think you are right. The person judging the file did not see the qualitative side of the story, and so he was rude. My first experience was with CUSO ( Canadian University Services Overseas) and this one is working on Canadian Grant. So lets see, if they see and enquire i have lots of documents of my work in Afghanistan and Ghana; both were tought stations.

Regarding jobs, I havent applied to any foreign service job, but my ambition is to be able to contribute to Canadian foreign policies as now I have experiences and understanding of the development and cultural context abroad. And these jobs require a lot of traveling and many are even stationed abroad. So for those citizenship is a requirement.

Now I dont know what will happen, I can only try but I dont understand, they called me all the way from Afghanistan to appear for the test, so I thought someone thought my experiences count towards qualititative side? What do you think? Why they called me and after passing the test, I was given a RQ?

As you asked in the other forum and someone already replied you that the officer doesn't have authority to decline with less number of days and only a CJ could do that ( either approve or decline). Going by new strict physical rule and if the conservative government was still in power we are doomed to be rejected.
Why IRCC called you or me for interview- its a part of process not pick and chose- every application has to meet an end either acceptance, rejection, or abandonment! I am not sure if they have policy to invite ONLY eligible applicants. When I had sent application with less number of days, I did biggest mistake of not researching the risks associated with it or to explore if any such forum existed with past applicants experiences etc. Earlier I was under the impression that CJ would make decision whether to accept or not based on basic residence " IN THE INITIAL STEP" ONLY. So I was just feeling happy that application is being processed. I never thought that the decision would be taken at the closing Stage that is after processing, test etc. In fact logically decision by IRCC whether to pursue the application or not should have been taken earlier before " in process" But that this the standard logic; I failed to recognize that IRCC doesn't follow this.

You atleast got the test in a years' time though the officer on your file didn't send the RQ before. In my case, RQ was sent before so that could be the reason of test delay-- not sure!

Since you are not eligible currently with new rule, you can wait and wait in Canada till you complete physical residence.. till that time you may get the CJ hearing and will know the outcome!
