No dependent is not a minor, dependent can be wife who was included as dependent in application at the time of filing PR.Later husband (PA) did not able to meet the PR residency requirements cozy he was working full time in any other country, and his PR got cancelled. But wife who was living in CANADA meets her residency requirements.
 
If wife is a PR who met the requirements for citizenship, she can apply on her own. The fact her spouse was working overseas and failed to meet PR residency obligation might cause CIC to take a closer look at wife's residency claims if they become aware of these facts, she might get RQ, but if all is in order she should be able to become a citizen in due course.

The only advantage the wife have in obtaining citizenship is that she will be able to move to the husband's country and sponsor her husband for PR while living outside Canada, when they are ready to settle back in Canada.
 
Wife would need to continue to meet PR residency requirements until the citizenship oath, of course.

Of course. I am only telling the only advantage she has once she has canadian citizenship. Otherwise, she would be forced to remain in Canada to sponsor her husband for PR.
