I am a Canadian Citizen born in Canada. I have a son born and lives outside Canada. He is 10 years old. I recently applied for his Canadian citizenship certificate.I did the application on his behalf as he is still a minor.
The question i have is can I apply for him to visit me here in Canada while the application for his citizenship certificate is still in process?
 
As a Canadian he is not eligible for a travel visa.

As a Canadian, he needs proof of citizenship to enter the country - generally a passport or other travel document.

If he is outside of the United States, he would need a passport or other travel document (emergency travel document, for example) to board a plane and come to Canada. If he is in the US and comes to a land border, he would still need a passport or enhanced ID to cross into Canada.

If he is a citizen of the US by birth, he could enter Canada on his US passport, most likely.
 
He lives in another continent . He has no documents yet proving he is Canadian , the reason I am applying for his citizenship certificate. He holds a foreign passport at the moment. He lives in another continent ( Africa). So i want to know if I can invite him to come visit for a few months while his citizenship certificate is still in process.

Realistically, it will prove to be very difficult without the required documents. He will not be able to board an aircraft until he has a Canadian travel document of some kind.

I have invited Citizens of another country and they have obtained visas to to Canada as visitors. So my question is , can he ( my son) obtain a visitors Visa as a non -Canadian and visit Canada for a few months while his Canadian citizenship certificate is still in process.I am not asking if he can come here as a Canadian without a citizenship certificate

You are missing the point. Regardless of possession of the citizenship certificate, he is a Canadian by descent.
That means that he is ineligible for any form of Canadian temporary resident visa.

You need to apply for a Facilitation visa.
