Since their official goal is set in terms of how many oaths, may be they deprioritized all the paperwork that comes after oath, it's still surprsing they wouldn't accommodate a sibling's wedding for expedited processing.

All other offices have been so accommodating with expedite requests for urgent legitimate reasons (I have been reading so many forum posts here from past 5 days and researched a lot) as long as you provide the proof. I have seen Scarborough, Niagra, Vancouver, all doing it. What's so special about Winnipeg office that they are making me miss my sister's wedding? That too when I provided all the proof and also mentioned it during oath. I am so disgusted! It's like they are saying we will work however the way we want, your urgency or life situation is none of our business.

Is there a way to file a complaint against one of the IRCC offices? I am willing to go the extra mile and spend money and time on it too for the emotional and family disaster they have caused me.

They started a pilot process where they send out e-certificates after the oath for some persons. You'll think that it would have been fully adopted for all applicants. It saves a lot of time and money, and it also ensures that certificates don't get lost in the mail.
I would still like to also get a paper certificate. It's like a birth certificate, sometimes you have to show the physical document. How will you show it to CBSA if needed ?

But the norm is to physically give a physical certificate at the moment you become a citizen at end of the oath ceremony.
Even for virtual oath ceremony, they should still provide it as quickly as possible, i.e. same or next day. So should let people come pick it up or send it express (paid by recepient if cost is an issue).

You only need the certificate to get your passport. CBSA already has your information so there should be no issue. It can be printed off at any time if you want a physical copy. Once you are a citizen if you get to an entry point on the border even without a passport they can always look you up.
