Citizenship certificate for baby born out side canada

every one my son was born out side canada i apply for is citizens in canada since 15mth ago they recived the application and the told me is going to take 5 mth any time i call the alway told me the have lot of application but today i was suprise when i call the guy that pick the phone told me i have to do it from out side canada and i told him that is not what it said on the webside if the parent live in canada u can do it from canada did any body know if they change the rule or this guy dont know what is talking about thanks

It says u can mail to nova scotia but it will cause delays as is in ur case
