I know it's still early in the process, but does anyone know if this bill will affect the obligations for permanent residents? For example, if my wife and I are spending a year living abroad with her family, is she still meeting her PR obligations since she's living with me, a Canadian citizen? Or will the new "physical presence" requirements apply?

These proposed changes are just for citizenship, not for PR. Your wife still meets the RO by staying with you outside Canada. Aside from that, as a PR, she can spend up to 3 years outside Canada over a 5 year period without risking her PR. They may change this too at some point but as far as I know, it is not on the table right now.

Thanks for the reply Leon. I figured this was the case, but it's good to hear some confirmation from others!
