So, you wanna tell me that whoever reapplied will be receiving 2 AOR and each application will be processed separate ? the answer is no because these are considered as one application as long as the fees paid once and they are not providing a second fees receipt, the procedures mentioned in this link concerning 2 application with different information and different fees, that's why in one part one of the fees will be refunded

My question again, what's your suggesting to people who didn't receive their AOR for over 2 months? to wait? but till when 3 month, 6 month or 12 months? if you can give an answer i would appreciate it

Personally, I'd wait 6 months for AOR and 12 months if I had AOR.

Anyone considering sending a second application should read that page carefully. Particularly this point:

Policy
CIC has an obligation to avoid duplication of work or unnecessary costs in the processing of an application. Unless a client specifically requests CIC to process two or more applications at the same time, all applications will be held by CIC until processing on the initial application is completed. Applicants are encouraged to submit new applications only if they have new facts or evidence.

Yes, they are working nights and days, and weekends and holidays, nonstop. Just to serve us. There is no reason for panic just use simple logic.

It was updated in ECAS in my case. I haven't got email nor snail mail yet.

I believe you should be getting it via snail mail sometime next week then. Please correct me if I'm wrong, but ECAS does not display the exact location where the test is being held, correct ? I guess since you're in Calgary, there may be only one CPC unlike Toronto.

This is what cic manual says about multiple applications:
Application on hold

• If the client does not wish to withdraw an application, the client can choose which application is processed first. A note will be put on the other application and the local office or the CPC-S will hold it pending the outcome of the chosen application.
• If the application is successful, the application on hold will be designated "incomplete", the file retired and the appropriate fees returned.
• If the application is unsuccessful, the suspended application is released from hold and processing continued.
• The client should be instructed to advise CIC if their application is unsuccessful in order to ensure that their second application is released from hold and processed promptly.

Does it mean if we write in the covering letter attached to the second applicationthat we want the first application to be held and we want the second application to be processed we will be safe, and we will not cause delay to ourselves?

This is applicable only if applicant has paid fee for each application separately. Here, most of applicants are sending second application with same fee, therefore one applicantion can't be held. In such case, I don't know if IRCC communicates with the applicant regarding which application to be processed and which one to be discarded or they simply process the latest application by discarding the first one.

I think if you read the entire policy, you'll realize that it's in regards to the handling of any and all duplicate applications, regardless of payments. People should pay particular attention to the "Background" paragraph.

And I agree with your second assertion. No matter what happens, a delay is probably going to happen.

There is a big back log in Sydney office as a result of the many applications they received in October. Those guys are working on the new applications and slowly on the backlog, and this is what justifies that few October 16 are still getting AOR.
Losing applications seems a little odd to me. Now the main issue, how long will it take them to clear this backlog, and what is their plan to deal with it? This is the question that nobody has answer to.

A likely scenario. And sending another application doesn't help at all.

Some facts to consider:

• IRCC never promised anyone AOR within a specific time frame. However, since most apps get processed within 1 year, they provide a general timeline for routine applications which allow the assumption that AOR can be expected within a few months.
• We don't have specific numbers, but we can assume that a lot more people applied in October than previous months.
• A new law comes with new operational procedures, especially for citizenship. Therefore, new agents and even old ones have a learning curve. This happens in all complex and bureaucratic organizations.
• Getting AOR early does not necessarily mean your application will be processed before someone who received theirs weeks later... vice versa. If you read other threads, there are people who passed their tests few months after applying but ended up waiting for several months to take their oath.
• Following instructions and guidelines properly is usually the pathway to a desired result. So, we will all eventually complete the process. By next Christmas, a very high percentage of us will forget the pain of waiting.

A new law comes with new operational procedures, especially for citizenship. Therefore, new agents and even old ones have a learning curve. This happens in all complex and bureaucratic organizations.

This is a fantastic point, one that is clearly overlooked by everyone slamming the IRCC for delays or hiccups that may happen. Especially when the changes involved relaxing the requirements and flooding the agency with applications.

I believe the question was how long we'd wait until taking an action. If I didn't have AOR for 6 months, I'd probably start inquiring at that point. However, if I had my AOR, I'd let the process go 12 months before I started making calls.
