You have to wait two business days after the Oath to apply for Canadian Passport.

Since I received my test invitation, I was sitting with this question why the test is on 7:45am on Saturday! Maybe they made a mistake?!!! Today, I checked my Ecas and this line was added:
*Note: Citizenship and Immigration Canada does sometimes schedule events on Saturdays or Sundays.
So, I'm kind of relieved. It is normal to write your test on Saturday but 745 is too early!!!

I would reapply and attach a cover letter explaining the situation. Add your post receipt and proof of payment as well.
However, experts in this forum may have better suggestions for you.

But I called them and they said that they have received the package and they will contact me, when? why it delayed all this time ?? no comments. but from what I see all the October's apps already contacted. and I should be first come first serve or what? :(

Sadly no one can give you a comforting answer, I was also delayed 4 months before they sent me the AOR. As frustrating as it may be, patience is your only way out of this. Sooner or later they will process your application, and you'll get the citizenship, just not as early as the others who applied at the same time.

Test Invitation: January 25, 2018
Test: February 22, 2018 (Passed 20/20, still waiting for DM)

I think I am one of those cases where they haven't sent DM within 2-3 days. At interview, I was told that it will take 3 to 4 months before oath ceremony happens. :(
