In Application Form it asks "During your eligibility period did you live outside of Canada??" If you answered yes please complete and submit the Residence outside of Canada form CIT 0177 ???
Does that mean if someone went on vacation for 2 weeks should also answer yes and complete this form???

It is the major question from everybody please keep calling cic and put us updated reply if u canNo, vacations are not considered residency outside Canada, but because the eligibility period is fixed to 5 years it appears that anyone who has not lived in Canada for 5 years or more without an extended period of residency outside Canada will have to fill out that form, including any period before they became a PR. Am I mistaken in that assumption?

Ignore the guide and stick with the checklist. The guide also asks for the following which is not on the checklist:
photocopies of one of your immigration documents:
- Record of Landing (IMM 1000)
- Confirmation of Permanent Residence (IMM 5292 or IMM 5688)
- Permanent Resident Card (PR Card)
- Verification of Status document

Did you check, about App form not printable ?
You shouldn't have to fill out this form if you are not able to count your days abroad towards residency requirement. I worked in Hong Kong for 7 months, but not as a crown servant and not as a dependent, therefore this form doesn't apply to most. I would just click no and explain on a post it.
