In any case you have to Print the name.
I am not too sure if parents name needs to be printed in question 4 as parents details need to be provided in question 8, I was thinking in case of guardian, guardian name need to be printed here, is my understanding wrong?

Your understanding is not correct. Both question 4 and 8 MUST be completed. Question 4 can either be one parent or guardian, depending on who is applying, question 8 must list BOTH parents. So, if the father is applying, fathers name in question 4 AND question 8. As u can see, question 8 require full details, whilst question 4 is only asking who is applying for the minor

Consider the following scenario :
A person has landed in Canada 3 years 4 months back .Before that he was in his home country.
So in the last 4 years , he was 8 months in his home country AND (3 years 4 months) in Canada
So while applying for Citizenship ,does he need to get PCC from his home country ?
Remember he did not stay in any country for more than 183 days after becoming a Canada PR.

Can anyone advise .....
Still you have to provide them the police report does not mater you were PR or not!

I disagree. He or she would have gotten police certificate to get PR. So, if he or she did not leave Canada since becoming a PR, another police certificate would not be required

What about the time in between getting the PCC for PR, AND getting PR ? That is easily 8-12 months of PR processing time. I think for this period is why they want a PCC.

But they did not specify that if you already provided the police report on your PR application then you don't need it for citizenship!
They asked "In the past four (4) years, where you in another country (other than Canada) for a total of 183 days or more?
You MUST provide a police certificate for each country where you have been present for 183 days or more"
I don't see any confusion here! For clarification Call center is the best!

The answer to his post was already answered by poster in the original post - I think even where the guide is clear, and application question is as simple as it gets, people who just don't want to supply needed documentation are hoping people's opinion is going to change the obvious.

How strict is the requirement to provide police cerrificate from other countries where applicant has resided for 183 days or more in last 4 years?

It says MUST! but if you can not provide the police certificate then you have to explain the reason!
Thanks a lot for quick response "canehh". Do you think providing an explanation that it will take months to get Police Certificate therefore old police ceetificate from the same country is being attached which was submitted with immigration application. Obviously, old PCC doesn't conver the time period for which PCC is being asked.
