Hello experts!

Just wondering if there are any special requirements for persons who did not file income tax during their eligibility period because the only source of income they had is social assistance which is not taxable. Does the person have to send a declaration along with their application or the SIN number is sufficient. Technically CIC does not ask for proof of income tax filing other than answering the question and providing the SIN, they do their own background check. If anyone knows otherwise please feel free to share

There are no special requirements. If someone is getting social assistance payments only, and they do not earn any other income, or disposed off capital property or contributed to RRSPs.

In this case, they do not owe any taxes to CRA. According to Income Tax Act (the law) they are not required to file taxes.
So, in your citizenship application, tick both boxes “No.”

That is required to file: No
Filed Taxes: No

They still need to provide SIN and consent so the information you have provided on application can be verified by IRCC from CRA.
