Hi There, My wife and her mother applied for Canadian citizenship. My wives application was accepted but my mother-in-law's application was sent back by CIC, stating

your application from canada citizenship was considered incomplete.

your application and proof of payment are there for return to you.

you have submitted an outdated version of citizenship application


What does it mean by outdated version of citizenship application?

It means she used an old version of the citizenship application that is no longer accepted. She should download the current version from the CIC site.
 
Look at the bottom right corner of the citizenship application, the most current version should read CIT 0002 (01-2013) E.
CIC updated the form few times during 2012. It seems that CIC just updated the form again.
I don't know when exactly ur mother inlaw applied, but she used an older version. Just fill the newest version and send it again.

Some what on 29 th October 2012 my mother-in-law applied. My wife applied on August. She received the book to read for citizenship. Is that mean she is good to go now? she does not have the risk to be rejected?

Your wife is good to go. She received an acknowledgement letter along with her booklet. She should be able to check her online status as well.

Your mother inlaw needs to re apply using the new form CIT 0002 (01-2013) E.

If you your M/law applied on 29/10 it is quite possible her application arrived on or after 01/11 and didn't include the results of a language test. http://www.cic.gc.ca/english/resources/manuals/bulletins/2012/ob469.asp
