I'd add: there is a mechanism to get a citizenship certificate corrected if less than 90 days AND the mistake is IRCC's fault:

They even say there's a way to do it urgently - but it must be sent by mail. I think anyone who's seen how quickly IRCC handles mail (and return mail) might be a bit skeptical about how fast that might be. (I don't know if you'd have issues either using the 'mistaken' citizenship certificate eg as a photocopy in the interim.)
Yes, you are right. What are potential problems with the "mistaken" certi. 17 months without certi is too much.
And who even knows if IRCC would accept that the mistake was theirs?
I mentioned the new name in-app, submitted all the support documents many times, given fingerprints whenever asked, and waited for 3 years to get citizenship. And then IRCC did the same mistake again, by not changing it to a new name.
Sending original certi by mail and waiting for 17 months is not a desired thing, with the processing pace of IRCC.
So if it were me I'd probably apply for the passport with a changed name as above and apply for a new citizenship certificate later (or never).
Yeah, with the processing pace of IRCC that's the only option.
