I might be blind but I was looking at the checklist and didn't see I am mandated to send a copy of the PR card.

I assume many people send it as part of the passports/travel documents item on the list. (I included mine when I made copies of the biographical pages of my passports; there didn't seem to be a downside to including it)

A PR card is (usually) not accepted as an identity document by IRCC (because it's considered a status document, not an identity document). People on the forum have reported that their applications were returned for not including photocopies of ID, though they had included a photocopy of their PR card.

(I say "usually" in there because some people's applications was accepted even though they used PR as ID document, they said, but if so then that was most likely an oversight by the person reviewing the application, so should not be counted on.)

The fact they list passport(s) twice is because they serve a different purpose in each case. You must provide passport biographical pages to establish travel (document) history, and for the personal identification you may provide a passport (but could send other documents instead, if you have them). I've seen people recommend that if you use the same passport for both purposes is to include the photocopy twice. I don't know if that's necessary.

Does it mean he has to be present in Canada 1095 days within last 4 years SINCE he got his PR status or does it mean he merely is not in situation when he may loose his PR status?

I will give an example.
A parent has been living in Canada as PR for 7 years. However, his child (who is 14 now) has been living in Canada as a temporary resident on Student visa since he was 10 for 4 years till he also got his PR recently .

Could the parent apply for the citizenship for himself and his child now OR he must wait 2 more years till his child got 1 year for 4 years on Student visa +2 years being a PR to apply together?

Or the parent should ask (if he wishes) for a waiver of "the requirement respecting length of physical presence in Canada" for a minor?
How long could it take? And is it worth it at all?

Short answer: there's no need to even think about waivers, as it is possible to apply for citizenship for the child you describe in your example. They do not need to have accumulated 1095 physical presence days, and it is extremely unlikely there are "unfulfilled conditions" related to that child's PR status.

Longer answer:

There are three things related to your question:

• "residency obligation", which says you must be in Canada (or live with your Canadian parent or spouse) for 730 days out of every 5 years
  (or that you must be able to meet this requirement if it's been less than 5 years since you became PR);
• "residency requirement", which says you must be in Canada (or be employed as a crown servant outside Canada) for 1095 days out of the most recent 5 years;
• "conditional PR status", which imposes specific requirements on some people when they get PR. Examples of this are the, now abolished, requirement to live with a sponsoring spouse for two years, or to establish a business of a certain size within 5 years of landing for entrepreneurs.

The second one is not relevant for minors who apply under 5(2) (i.e. who have a Canadian parent or whose parent is applying at the same time), as there is no residency requirement, i.e. they do not have to have been in Canada for 1095 days in the last 5 years to be allowed to apply.

The minor should not be under investigation in a case that could lose them their PR status, but a minor who applies under 5(2) can have become a PR yesterday and an application can be submitted for citizenship today. Not meeting the residency obligation (the first item on my list) could have caused them to be under investigation, but that's not possible for the minor in the example you give (as they're in Canada right now, with plenty of years left to meet the residency obligation).

The third one is extremely unlikely to be relevant for your application. In any case, conditions are things that would have been noted on the COPR and are usually explained by the CBSA/IRCC officer who does the "landing" interview. The one "common" condition is one for medical monitoring, in which case you'd be aware of that requirement. The only other common one applies to entrepreneurs, and I don't think such a PR status is ever issued to minors.

Hello Guys,

We got confused about minor's ID. CIC is not considering PR Card and Passport as an ID as they have requested those documents which are mandatory with the application of minor. For my son, we have his Health Card (Alberta) as 1 piece of ID and I have requested for his School Record which we would get by next month. But none of these IDs have his Photo on it. In this case what should we do?

I am thinking about taking 1 ID for my son from the Registry but I am not sure they will provide an ID for a minor.

Please share your thoughts.

I was able to contact the school board that my child goes to and they we able to do up a copy of the Student Record with his picture and states his date of birth and current address. This, I'm hoping, would suffice as "School record".
