Hi Guys,

I sent out my application on Feb. 8th, and CanadaPost shows it got received on 11th.
After that I have never got anything back from CIC in almost 3 months.
This morning I called the CIC and the agent asked for my UCI and Receipt#. Then he came up with the conclusion my application is lost by CIC and suggested me to re-submit. I got some questions and I would appreciate if anyone can give me some suggestions.

1. Shall I trust the agent that my application is indeed lost? I guess usually the agents wont suggest you to re-submit unless they are very certain. What I don't want to see is that they found my first application after I submit the second one. Does this ever happen to anyone here?

2. In my second time application, shall I mention I already submitted once ? I did ask the agent about it and he told me not to do that.

I really have bad luck with CIC and I guess I will re-submit soon. Thank you for answering my questions.

NO, do not submit a 2nd application just yet. It can take up to 120 days (4 months) to receive AOR. Personally, I am a December applicant and it took me 88 days to get AOR. Most people from December and even January were getting their AOR while me I was still waiting.
I suggest you wait until June 11th (4 months after they received it). If still no AOR, call them on June 12 (they will most likely ask you to re-submit again). And then submit a second application on June 13. Just make sure you submit before the new law kicks in (around June 20th according to some people).
Lastly, if I were you I would attach a cover letter to my 2nd application explaining that I am resubmitting 4 months later because apparently the 1st one got lost by them (CIC); and I would attach the postal delivery proof of the 1st application, the proof of payment, etc. I think, when they see this CIC might be inclined to make it up for you and your 2nd application (if any) might end up being treated as priority, therefore very speedy process :D

AsianIndian is correct, do not re-send another application - They did the same thing to me and I had to call and provide with them with my Canada Post Tracking Number and Bank Receipt and they were able to locate it in days. Most of those call centre reps don't know what they are doing so i suggest to call again and give them your tracking and receipt numbers and if a rep tells you the same crap, call again.

Thank you guys, I really appreciate it.
I thought when an agent was that certain, I should take his advice. But apparently it is not always the case.
I will call them several more times to make sure.
And I will wait for several more days before re-submitting new application, if I have to!

If you do not get AOR prior to June, I suggest to send one more just to avoid falling into the new rule. If everything is good then you will have two applications and you can direct them which one to withdraw. IF you don't send a new one and the new rule kicks in trying to convince CIC that you sent an app prior to the new rule and CIC lost it is going to be tough.

Other's are probably correct, sometimes it takes a while. I suspect it probably just hasn't been opened and/or processed.

However, as chikloo mentioned, the issue of new rule. We dont know when that may start, but if the application is lost and you send in a new one, you may be impacted by the new rule.

Keep an eye on the announcement for the new rule

Thanks for your reply.
I just called CIC again, and the agent was again very certain either my application got returned (which I never received) or it got lost in CIC, since it cant be found on the record.
And he told me to re-submit.

It has been opened already. Just not acknowledged and entered in the system yet (therefore can't be tracked by a call center agent).
They open all the applications and first check for completeness. The incomplete ones are returned right away (the applicant receives it back within 3 weeks or 1 month). The complete ones are put on a (huge?) pile in order to be entered in the system and be acknowledged (AOR). That's where akalai's application is. It is complete and just waiting for its turn (the February pile was probably huge). No need to worry.

Yes, but the suggestion to wait until mid-June before submitting a new application is problematic. I would certainly not wait that long in case the new law kicks in. I would say to not wait more than a couple more weeks.

It sure havn't been returned CIC returns applications 3 weeks after they received it. They have a team that opens all incoming applications to make sure everything is in tact, if not they returned it within 3-4 weeks of date received. They told me that crap and i had to tell the agency that i know how the system works and if my application was returned it would have been returned months ago. There after they found it after i gave them my tracking and receipt numbers and thats after i hang up and call back t speak to a different agency coz i know there are many there who dnt know what they doing.

I think you need to send a registered mail to CIC local offices and ask them to confirm if they indeed misplace or lost your file.

Upon receipt of their confirmation, you can take next step or think of re-applying.

Last week I realized CIC does ALLOW candidates to submit multiple applications, which will be process simultaneously and gives you an option to withdraw either all or except one. However they will refund only the certificate fee $ 100 against each application.

Thank you. The agent was saying the return might get lost by canadapost if I haven't received it. Seems they were just using every excuse they can. I will try to call again, hopefully I can meet some helpful agents.

I have read in this forum that if the application is not entered in the system then there is a standard answer from the agents stating "The application might be returned or lost"

Thank you guys.
I have called three CIC call agents and nothing new, they all ask me to re-submit.
The last call agent told me they already opened all the application before Apr. 8th, and it will be on the system once it is open.
I have to admit they almost persuade me that my application is incomplete and it got lost while being sent back.
I will wait till Mid-May before sending out my second application.
I will keep updated here, to give more information to people with same situation.
