citizenship application in Aug 2017 taking too long

my other friends in neighborhood, applied after me, already got the Test.
I still didn't receive any test date.

Application received on 4th Aug 2017,
start processing on 13 Sep 2017

1. I landed in Quebec for my PR and then moved to Ontario, can it be reason for delay?
2. I submitted language proof a university degree instead of third party test result.
