HiSo I just found out from a friend familiar with the situation at the IRCC Saskatoon. It appears like they are processing applications on time because several applications have been marked complex. That’s why you see some early 2020 applicants receiving oath and most 2019 applicants still waiting.
Once an application is marked complex, they are not included in estimating average processing time. To ensure that they quickly process all applications, some applications which would have been marked routine pre-COVID have been marked complex.
If your application is routine, then you can easily proceed to oath within 3-6months of passing citizenship test. If your application is marked complex, then only God knows when it will be completed - this will also depend on the officer.
In all, if you have more than two travel stamps and claiming days as legal resident before PR, your application is likely to be marked complex. Even the slightest mistake could result in application being marked complex.

@anton1990 Sadly, that is the case. They want to process as many applications as possible and meet the deadlines. Once your application is marked complex (non-routine), then there is a reason for delay which frees officers.Hi
