I'm confused about the Sec 9-C of the application form for citizenship:

9-C : During your eligibility period , did you lived outside of Canada?

When I use the calculator for eligibility period it shows that my eligibility Period is last five years which means from 2012 till 2017, I became PR on 2014 and I have lived for 3 years here in Canada from 2014.

Now as the calculator shows my eligibility period from 2012 , should I answer Yes to the above question??? because I was living outside of Canada during my Eligibility period as per the calculator!

And If I answer YES, I have to fill the form CIT 0177 , which is only for Crown Servants! and there is no option for others!

Am I missing something here????

This question has been asked literally hundreds of times ever since the new forms came out. No one knows the correct answer, because the question is not phrased properly. IMO, people checking 'Yes' to this questions are the ones that want to claim their time spent outside Canada towards satisfying the 3/5 years presence requirement.

Some answered Yes, some No, some Yes and filled out N/A on CIT0177 everywhere. I would suggest to attach a cover letter explaining the situation.

I asked the IRCC this question: Citizenship app. pls. clarify Q 9c. During your eligibility period did you live outside Canada? Is this for Crown Servants?

Here is IRCC answer:

1/3 An applicant only has to fill out CIT0177 if that time outside of Canada falls within the scenarios
2/3 outlined on the form/in the instruction guide, to have that time count towards being physically present in Canada.
3/3 To find out in which situation you need to fill out the CIT 0177, click on the Help button.
