citizenship application and name change question

I'm wondering what to do with the question on the citizenship application regarding name change. If someone changed their name since becoming a PR, but already "notified" IRCC by getting a new PR card issued in that name, does one still have to answer "yes" to this question?

By the way it's phrased it looks to me that the answer should be yes, but then the application guide states you have to submit all the supporting evidence of name change.. which, if someone already changed their name on their PR card, seems like overkill (since that was already done once, at PR card name change)

Anecdotally, I know someone in this situation (already changed their name with Immigration by having a new PR card issued), who answered "no" to this question and got her citizenship without problem.

So I guess it's ok then to answer "no"? (just seems to me that the way the question is phrased doesn't really account for this situation)

As a general rule, answer truthfully. You changed your name? Put yes.
You have to provide documentation even if you did the same for another application? Do so again.
You know someone who got their citizenship even if they didn't answer "correctly" to absolutely everything? Happens all the time, a lot of people "get away" with small mistakes, doesn't justify knowingly not answering what your should answer.
