DO NOT WASTE YOUR TIME TRYING TO CALL TO CIC, JUST WRITE THE LETTER AND SEND THEM.
It seems like CIC have a very bad habit to respect themselves only. Be polite in your letter and explain your situation in simple words. Cross your fingers and wait for response.

Hey Yalat. I have since been able to resolve the issue and was able to attend the oath ceremony in january of last year. I sent a formal letter to the local CIC office in Edmonton explaining the situation and how i had handed the guard at the office the required documents, Just in case i had also sent in a secondary "Original" copy of the translation of one of the pages in my Taiwan passport along with the letter. After a few months i got a reply with the Oath date and have become a Canadian citizen since. I hope this might shed some light on your situation in some way or another.
