Citizenship Application - 2 pieces of ID for a 2-year-old?

I'm applying for citizenship together with my 2-year-old daughter who is a newcomer to Canada. We meet the eligibility requirements stated in https://www.canada.ca/en/immigration-refugees-citizenship/services/application/application-forms-guides/application-canadian-citizenship-minors.html

However, we are having trouble gathering the minor's document described in https://www.canada.ca/en/immigration-refugees-citizenship/services/application/application-forms-guides/guide-0003-application-canadian-citizenship-minors-under-18-years.html#step2 . With her being only 2 years old, it's impossible for her to get most of the pieces of ID described in there, and her health ID (MSP as we are in BC) is taking longer than expected due to some issue on their side.

Besides her health ID, what alternative secondary piece of ID could we use in her application? All she has is her passport and her PR card. We would prefer to apply for citizenship as soon as possible as we are in the middle of a though time (landlord just kicked us out in bad faith and fighting it + looking for a new place with a kid in tow is taking a toll on us) and we might send our kid and mom back to our country of origin while we get back on track, which would delay the process significantly.

No, we don't have that, because her health coverage is taking longer than expected and she does not have a Personal Health Number yet. ICBC tells me her case is still in process.
You need to wait for health card then. With that you can use PR or passport.

If you read the instructions carefully, I think that it says if you do not have / cannot get more, explain why in a letter of explanation. (I know there is something like this for some application I did for a child, not sure it was for PR card).

In short, they are aware that young children <5 yrs do not always have id like adults do.
