CITIZEN SPONSOR OUT OF CANADA/PROCESS TIMING AFTER POLICE CERTIFICATE

Hey can someine help me here please. My husband is canadian citizen who applied for my sponsorship in Jan 2013. Now I got request for 2nd medical, police certificate and updated forms.But now my husband is not in canada for last 10 months.and we did not inform embassy about his stay out of canada.and we are living together in dubai.but our plan is to go to Canada as I get my visa.
Now how can I proof that to embassy that we will go back? Or he should leave and go to Canada now to assure embassy that we will live there.(though we dont want to live seperate now )
2. How long it would take to get visa after remedical and police certificate?

Please guide me. I m so confused.

Look in the application package, there are details of what they accept as proof of intent to return to Canada, from memory these include - mortgage or rental agreement, acceptance letter into school, employment offer letter, etc. We gave an employment offer letter and copy of our mortgage and it was accepted. Check the package for more details.

Is mortgage document, bank balence statment in canada and letter from husbands family that we will move to canada enough to assure them?

A bank balance doesn't speak to intent, but a letter and mortgage documents help. You can also swear a document with a lawyer. I have no idea at all on the timelines. Information? It is on the CIC website where you downloaded the application package from, I think it is:
