Citizen (ex-Quebec resident) sponsoring wife

I am a Canadian Citizen. I used to live in Quebec, and moved out of the country with my parents when i was still minor, I have not payed taxes in Quebec, and I do not have the Carte Soleil or a Quebec driver licences or an address in Canada. I am a Non-Resident.

I recently got married and I am intending to move back with my wife to Quebec.

With regards to the application for sponsorship do I apply as a "Resident of quebec" if i intend to move back to Quebec? The applications seem to mention that you are either a resident of quebec, or of an other province.. and I am technically not a resident of quebec.

Any one in the same case as I am, or in a similar case, that can shed some light?

If you intend to reside in Quebec, then you need to check off resident of Quebec. There are a couple extra steps for those who will be living in Quebec, so make sure you don't forget that part of the paper work. I'm not sure of the proper web links for these steps as I do not live in Quebec.

From what i've gathered: in the application sent to CIC, there is less paperwork to do for "residents of quebec", however, once the sponsor is approved (Stage 1), another file should be sent to MICC in Quebec to obtain the CSQ with an undertaking signed with MICC.

Application package is almost complete, we still needed to clear up that issue regarding "resident of Quebec" anyone with more info, feel free to post here! Should be going out next week.

I am in the same situation as you. So you have to filled the CIC application first except, few documents that is reserved for rest of canada. As you live outside of quebec and canada, you will have to proof that you intend to go back to quebec when your wife will get her pr. Job offer, a lease, etc. Explain your situation. If they accepted you as a sponsor you will have to fill the paper and documents on the MICC and send it to Montreal. after that , like everyone else. We wait.

In the checklist IMM5491, page 2 it says at the top
"If you are a Quebec resident, proceed immediately to item 21"

But item 20 which is "if you are a Canadian citizen living exclusively outside Canada, you must include proof that you intend to live in Canada with you spouse [...]"

As discussed earlier, I am not a resident of Quebec, but I INTEND to live in Quebec when I return to Canada. Should I still skip items 17-20?

IMM5540 (Sponsorship questionnaire) asks for proof of intent to return to Canada, so I will be including this section anyways.

I'm confused.

Yes you have to fill point 20. Add the proof of your intention to return to canada when your wife will get her pr.

Yes, you can skip question 17, but it has nothing to do with Quebec. You can skip it because you don't have what they're asking for in 17.
Question 18 you must answer if you're currently employed, or currently self-employed, or currently receiving interest from your bank on money you've earned from working.
Question 19 you must answer if you have more than one dependent child.

You're reading the forms with the "I intend to live in Quebec" mentality. Stop doing that. Right now you're NOT living in Quebec, so you have to answer all the questions as if you had never even heard of Quebec. The only time you should SKIP questions is if it specifically tells you "Skip this question if you intend to live in Quebec", OR if the question is not applicable to you (such as #17).

On form 1344A, there's a perfect example in section F where it clearly asks you if you plan on living in Quebec, or somewhere else in Canada. So in that case, the fact that you want to live in Quebec is relevant to that question. But all other questions that are worded as "you currently reside in Quebec" - those do not apply to you because you DON'T reside in Quebec.

Are you entirely sure that's correct? I write this in part because I'm in the same situation as the original poster (outland processing, both the sponsor and applicant live outside the country, and planning to move to Quebec). We filled out the federal checklist as if we were living in Quebec--meaning that we didn't explicitly include any extra documents listed in the checklist steps #17-20. This means no Option C printout, no proof of income, etc. I thought that the feds didn't assess income requirements for Quebec applicants, so I didn't see the point, and I took the wording on the checklist itself to be incorrect.

We did, however, fill out the complete IMM5540 including any questions that were tangentially related to the above (such as listing the average monthly income). I did also fill out IMM1344 #4 and IMM5540 #8,11 indicating my current location outside of Canada.

With all of the above in mind, we've already received our CSQ, and although the PR visa has not yet been issued, the visa office just requested the passport and it seems like we are in the home stretch. (I also would have thought that the original application would have been returned as incomplete upfront by CIC Mississauga if we were missing some of the checklist-required documents.)

For me, the interesting thing was that when they requested the passport, they also requested that we provide a Quebec residential address for the sponsor (me). I wrote back to the visa office to confirm that this wasn't a mistake (they knew that we were doing outland processing, and that both of us lived outside of Canada, so why would we get a Quebec address before we knew the visa was approved?). They wrote back and told me that recognized that we were both out of the country, but that they required a Quebec address in order to print the visa without exception...although they said we could use a friend's or family member's address, so long as we described the relationship and how long we were planning to stay with them.

I don't know if our case was an anomaly or standard procedure, but I'm also glad that we have friends in Quebec!
