Sydney only skims through the application but do not check every single detail or verify every single document. They do a completeness check and if they catch something that clearly disqualifies an applicant, may act on it. CPP still does background checks and verifies every single document, and count the hours you worked and check if you had legal status to do so. I was just pulling info from Open Data and came across an updated file (2013-04-02) by CIC ... thought I would bring it up, since CIO was included in the regional calculation as having processed 8 cases. The period covers 1 yr (April '12 to '13). Its not an exact indicator, but it does show that CIO has done some work on PR apps, other than preliminary screening. Also, it points back to the theory of benchmarking/pilot program.
Dont think that 2013 applicants will be impacted much, but could mean changes in the future. Also, I'm still waiting for my GCMS notes and will publish as soon as they come in.

So clearly a long way to go. I guess CIO is fully assessing only a handful of applications.
