The article merely tells people that the CRS score has been 'recently' gone down;
that there are 'various' cases for EE applicants

In fact, nobody knows whether the score will come down or not

Outcome of ITAs is a function of number of immigrant visas available in a particular cycles and number of people in EE pool. If the demand for immigrants is high, the lowest invited score might even go down to minimum required to get into EE pool.

A word of caution and a word of wisdom to naysayers and faint of the heart respectively, Canada is a very large country by landmass. It has limitless natural resources in the north. Consequently, there is limitless potential for immigrants. Just hang in tight, do your best in continuing to improve your portfolio in order to make yourself more attractive to prospective employers. Your day will come.

One thing I have learned over 25 years of my career: If you want something really bad, it will happen (even though you might regret it later ).

If you read carefully, they are saying between the lines that people with low scores must do something to reach above 400 points, as if these people with low scores had no chance.

All the article said was that the score has been decreasing lately towards the mid-400s. The article was more informative about what happened with express entry up to now. This forum is already full of people stressing out about the future without stuff like this. Please read more carefully before making these kind of posts. :

As I said earlier, points won't decrease below 400.

In a month we have roughly 1500 people entering in the pool.

It would not be fair offering a open PR for people below 400 while for Ontario PNP the requirement is 400 at least.

Guys,

Unless there happens any miracle the CRS cut off points would sill remain above 400. I know it is really disappointing for people like us with scores below 400 unfortunately that is the truth. It is true that majority of candidates are between 350 - 450, but every month the pool is getting filled with new entrants with score above 400 and that is the reason I said it is really difficult to go scores below 400 as selection criteria.

This is a sad truth which we have to accept. Let's hope that CIC would consider at least selecting candidates based on occupations.

This post was shared in July-2015 when CIC published mid-year report.

I think it still hold true even now when 12 months of Express Entry will be completed within a weeks time.

It seems that CRS cutoff will never go below 400 levels anytime in year 2016.
