I came across this and thought it might help someone.
Looks like you have to upload WES cert as well as input reference number. It's a bit of a contradictory statement as they first tell you to keep a copy in case we need it. Am I reading this wrong?

I suggest people to upload ECA report along with your degree/pg whatever you are claiming those certificates too as they asked me to provide which initially i gave only reference number.

In any which case it is better to have a soft copy of all academic certificates for the upload.

Pre-ITA you only need to quote your ECA number provided to you by the accrediting agency (WES/ICAS)

Post-ITA you will be required to upload your WES doc and degree certificates for all the qualifications that you claiim points for (Bachelors/Masters etc)

I think you are reading it wrong, as I think "including this assessment" refers to providing the number. HOWEVER, the ECA is only one page and is easily included with the diploma in a .pdf and uploaded. I did it that way, and I think almost everyone does.

When I applied, I only provided the reference number. After ITA, I provided only the reference number and not uploaded the document thinking they would verify by the number etc. Although they did not ask me for the copy but there were cases where CIC rejected the applications based on this lack of document. I had a huge night mare of what is going to happen. So to avoid, please upload the document too....it is only one page as others mentioned before.

Hi Dobes, do we need to have the Certificates Notarized to upload? Or just a scanned copy is fine?

No, you don't need to notarize them. But if they are in a language other than English or French you need to have them translated by a certified translator. If the translator is outside Canada, they should include an affidavit. Instructions are on CIC's website.

Ok, so another applicant I know, rang CIC today about this and they said no need to upload as they will request it if required. So I would say just make sure the reference number transfers in from profile to main application.
