CIC Timelines Mandate

Hi,

Due to recent changes made by CIC in terms of returning immigration applications filed before 2008, would like to know, whether CIC has an mandated timelines, wherein all Immigration applications needs to be processed (accepted or rejected), within the timeframe. If not all the immigration applicants needs to be at mercy of CIC.

1. No.
2. If Bill c-38 is passed and receives royal ascent, then they will start returning pre-2008 applications that have not received a decision.
