CIC Stop issuing AOR??

I have received my Paper base packet which returned by CIC with ticking the reason as mentioned below : (Envelop was totaly opened and sent by ordinary post, which Postman threw it at my home compound with a sweet sound "Dhamm" )
Proof of Language Profeciency
Starting July 1, 2012, some applicants of Provincial/Territorial Nominee Programmes are required to complete a language proficiency test from one of the following designated agencies :
IELTS (General Training Test only)
CELPIP (General Test Only), and/or
TEF
Please Note : The Nominating Province has indicated you require a language test to be submitted to IRCC with your Permanent Resident Application. If there is a discrepancy in the information the Province has provided to our department (Language Test required) , Please contact the Province for direction before resubmitting your application.

Why not? We can't think about any PNP without IELTS. I am SINP Nominated, OID category.

I am AINP nominated, and language test was not required for me because of NOC O, A and B

your stream/category OID was required Ielts test but my stream SRS in AINP doesn't require to provide language test for NOC O A and B

Expired on 21 June and application got delivered on 24 June. My NOC is B

CIC has returned my Paper base due to " Cancelled as Incomplete" and don't refund the Processing Fee, which I paid through Credit Card instant payment. What is the reason? I would send my Application again after IELTS exam. Have I to pay Processing Fee again or my earlier paid fee will work?

Guys you can check your status online although you have not received AOR, after 90 days.

I paid instantly by card and attached the pay receipt with my paper base.

CIC has not cash your money becos ur application was not complete. Your receipt still valid

Hi ashuindian, sorry about that, but what is the reason of rejection? Did they tell you? Have you received an email or you got your package back?
