CIC staff gave me the correct info or not? PLEASE URGENT

My bf and I are applying common-law sponsorship, and we are planning to go Outland while i am staying in Canada. I am from Hong Kong by the way, my bf is Canadian citizen, we have been living together since May 2010.

Called the CIC, he said going Outland and Inland do not make a big difference in terms of length. The waiting time for Outland is 21 months through Hong Kong , and waiting time for Inland is 20 months, and will be able to work after 12 months in Canada (!) That's not what I have read here in the forum, people here said Outland is way faster than Inland, and they got the work permit way faster than12 months.

So what are your thoughts? Do you think the staff gave us the correct info? Was he too conservative about the processing time?
Please help, we are confused. :(

The outland processing times depend on the embassy that will take care of your file. So if the processing times in HK are about the same as the inland procedure, then it is the same, yes...

have you make decision of applying inland or outland yet??

For most embassies, outland is much faster than inland. If you look at the average processing times for outland, though, you will see some embassies take more than a year on average. Hong Kong's processing time for 80% of applicants averages 21 months, which is longer than inland. However, Hong Kong residents are usually processed faster than Chinese residents, so yours may be done more quickly.
