CIC Requesting IMM5409 - Confused?

Any thoughts on the possible impact of Condition 51 on the apparent increased interest in getting IMM5409 from common-law applicants? For those of us who have been together long enough as common-law couples to avoid Condition 51 (5 years in our case) is CIC looking for stronger legal documentation to buttress an approval? Just a bit suspicious

It appears to only be random to particular processing officers. Not everyone needs one of these. You may or may not be under condition 51, however, as many have said before, why does it even matter so much if you are?

And to particular visa offices. Having gone back through some older threads regarding this, it does seem that many, if not most, of the requests came from CPP-O.
