He said that I have to file a CSE with the screenshot, CIC letter and whatever documents I intended to upload. He assured me that as long as the CSE is done before the deadline, they will consider that as new information and the CIC reviewing officer would reconsider the application even if the status changed to "Closed".
While it isn't new information from what you already told me, it atleast gives me some comfort that my documentation will be considered even if the deadline date has passed and my online account issues don't get resolved
I hope what he says is true! As far as I understand there is no way for a visa officer to know that there is a CSE pending for a file. During all these attempts to contact CIC I happen to speak to a very patient and helpful agent. She told me that there is a specific team that handles CSE, that team goes through each CSE and only if they find it worth then they attach it with the file and while all this is going on visa officer has no way to know that a CSE is pending for a file. They are relying too much on CSE's, there is no tracking number and no way to verify what information was sent in a CSE. I guess if the time comes for an appeal then all of this is going to be helpful. I even requested an agent to put some comment in my file that I have been trying to attach docs without much success.
By the way, what application type are you going to select in CSE? I created one with Express Entry, one with Technical issue and another one with Emergency. I received following response to my very first CSE that I created on 10th March:

Please note that once an online application is in process, the responsible office may contact you by email to
provide additional documentation in support of your application.
When you click on Check status and messages, you will be directed to the page listing the application status
and messages. You will need to click on View submitted application. The office will let you know how long you
have to provide the additional document(s).
Once the document is uploaded, you must click on Next.
You must then:
Review & Validate the latest information provided,
Sign the online application by entering your given name(s) and last name, and
Click on Submit.
The following message should appear on your screen:
You have successfully submitted your additional or replacement document(s).
