So you’re saying it would have been better if they lied in their TRV application, and didn’t mention that she’s ultimately seeks to move to Canada. I thought the law is with being fair and honest. The refusal of the TRV was the expected outcome. It's too bad your friend didn't do some research in advance to know what to expect. TRVs aren't meant to be used to move someone to Canada early to live who is waiting for PR or planning on applying for PR - they're meant for genuine visitors. Including a letter in the application saying they were going to file an inland application was the kiss of death for this application and guaranteed refusal (since it clearly demonstrated she wasn't a genuine visitor but rather moving to Canada).
