I am Basically from India, but I am working in Canada last year 2016 onwards, I was applied my Paper based PR this year 2017 Feb and I got my AOR April 2017 ,as above your message my visa office will Canada or India? if canada how much time it will take?
your Visa office is Canada, PNP PR process time is 16 Months

Your Visa Office will be Ottawa . about processing time they hardly stick to it. I have seen many inland applicants from 2015 still waiting for the ppr. But you never know it differs from case to case but yes its definitely a bit longer processing time

As I'm on a Noc B job, I didn't have to take any English tests to apply for the MPNP, so my question is, do I have to take it for the PR application?

For paper based application to IRCC, it is necessary to get a language test result as it is part of the document checklist for the PR application. If not included the application may be rejected as incomplete

It depends on the province and immigration stream you were nominated by.
e.g. OINP International Student with job offer stream, NOC B, does not require English tests for the nomination and the paper based IRCC submission. This is my personal experience, applied October 2016 paper based and currently waiting for MR, eligibility is already passed.

It will take almost 7weeks. I submitted mine last August 9 and got my AOR last Sept 25

I think our timeline are pretty much similar, here is mine:

24 Feb 2017 - Phone from BCPNP and issued nomination
02 Mar 2017 - Nomination

07 Aug 2017 - Submitted application to CIO
11 Aug 2017 - Application received (notified by Canada Post)
22 Sep 2017 - AoR sent email confirmed application received on 11 Aug 2017
23 Sep 2017 - Linked account on CIC

Still waiting until now, anybody know what’s the next step?

How long will it take to receive the MR? I mean min and max time?
And does receiving the AOR mean your application is complete? I guess for now, we may not miss any papers but CIC might request if they need clarification in the future?
 
Hello everyone passed medical July 22 2017 but i am still waiting for passport request as at today Oct.31,2017 file in London

Im not quite sure how long will it take to receive the MR, but my consultant told me after receiving AOR last Sept25 to expect MR on November.
