CIC online app validation error: PGWP app

I am a recent B.Sc. graduate from a Canadian university and am applying for a post-graduate work permit (PGWP).
In box 3 ("I am applying for one or more of the following:") of form IMM5710E I selected

• A work permit with a new employer, and
• Initial temporary resident permit or extension of temporary resident permit.
  

However, when I try to upload form IMM5710E I get an error indicating that it won't allow me to select the second option when applying online. The error reads:

Your answer is incomplete. Provide the necessary information below to continue.

To apply for a temporary resident permit, please complete the application on paper and submit it to a CIC office. When applying online, please ensure that the checkbox titled "initial temporary resident permit or extension of temporary resident permit" is not checked on the application form.

This doesn't make any sense given that the CIC encourages PGWP applications to be submitted online. Since I don't have an offer from any particular employer at this time, I'm hesitant to submit it with only "A work permit with a new employer" selected.

Has anyone else encountered this error?

How should I proceed?

1. You are doing it wrong. You are not applying for a Temporary Resident Permit, that is for persons inadmissible to Canada.

To clarify, are you saying I should only select "A work permit with a new employer" or is there some other option in Box 3 of IMM5710E that I should be selecting?
