CIC has no record of receiving my citizenship application

When did you apply?
In my case, the Sydney office only acknowledge receipt of my citizenship application after 3 months since I actually submitted. It takes them a while to go through the pile of new submissions. If you only applied very recently chances are that your papers may not necessarily be lost.
I filed and mailed my application in mid-July 2013. I only got a notice of receipt of my application in mid-October 2013. Prior to that checking the status of application on-line did not reveal any information. Only after an acknowledgment letter has been sent to you will you be able to check the status of your application.

You've misunderstood my point is mentioning it jma. It's a reminder for people to keep it in mind, not a question. I'm pointing it out so people can be aware that speaking like this may lead many Canadians to assume you are a) elderly or b) sexist or c) don't work well with women. I know it's not the main point of this thread, and no, it's not the hugest deal, but it's a good thing for people to keep in mind because b and c could be a hindrance to you professionally and personally.

I am also thinking about waiting since, they are only opening Jan 10, 2014 as of this week and they might still have not gotten to my application.

I also have the challenge of the fee having changed. The Agent, Monica, told me that if I submitted a copy of my orignal reciept, I would not have to pay another fee but since no one at CIC knows what going on, they might return it for not having paid the right amount. What happens if I overpay? Will they just return the additional money or return the application asking me to pay a lesser amount? I know this is a common sense question but I am learning that there is no place for common sense in CIC logic :)

if you over pay, they do return. but if they feel that your payment is incorrect (ie low) then it will be returned and you probably lose the chance the appeal for the time lose.

Hope this helps. A friend of mine had his work permit application lost by CIC (they claimed they never received it), but after several calls and a letter from immigration consultant they were able to find it. Took them about a week.

Don't be frustrated dear!

I lost 4 months because of two times application returned. This is not CIC faults. This is our faults that we overestimate their loyalty and understanding!!!
