Don't give up hope! August is more than 6 months away! Just submit the new application and wait to see what they do with the old - I think you will make it through in time.

Hi again folks, back with an update. So I went forward with another application under a different category, but I wanted to let you know for other people whose applications are incorrectly canceled for my reason, that they did reopen my old application.

On October 26th, my application was reopened with this message:

Dear [APPLICANT]:
Your application for permanent residence in Canada was received electronically by Citizenship
and Immigration Canada (CIC) on 08/19/2015. You applied to the Canadian Experience Class.
A first review of your application indicated that it did not meet the requirements. CIC has
further re-examined your application and has determined that it does meet the requirements of a
complete application as described in sections 10 and 12.01 of the Immigration and Refugee
Protection Regulations. Your application will be reopened. You will be notified in due course
as the review of your application continues.

Then, on November 23rd it was finally reopened on the CIC online system (at this time I had already requested the application be withdrawn via a CSE about a month ago):

Dear [APPLICANT]:
Your application for permanent residence in Canada was received electronically by Citizenship
and Immigration Canada (CIC) on 08/19/2015. You applied to the Canadian Experience Class.
Your application has now been reopened.
Please note that the processing fees you initially attached on the application were refunded
when the file was closed. Once the refund process is initiated, we no longer have payment of
fees attached to your application. You are requested to send us new processing fees so that our
office can continue processing your application. Please follow the instructions on how to attach
Payment of fees for an Express Entry application on our Website and to avoid any further delay.

I received a ghost e-mail for this application today, so I believe it will be withdrawn shortly. But I wanted to share this to let you know the timeline of them recognizing their error.

Honestly, my advice if you are in this situation is to start over. It will probably save you time in the long run (3 months versus joining the EE pool anew and having chance for ITA in 2 to 3 weeks or less). I hope this helps someone!

I second this comment. Definitely. I waited 3 months for my application to be reopened. I the meantime I received a second ITA and created a new profile, but I waited for the first application to be reopened. I thought that, once it is opened, it would be treated as if it started being processed 3months back. Wrong. I lost 3 months. So if your application is cancelled for any reason, and you are able to receive a second ITA - do it, and reapply.
